Il numero delle donne richiedenti asilo in Italia è quadruplicato dal 2014 al 2017.
Riaffermando la propria libertà, le donne scappano da sfruttamento sessuale e lavorativo, violenza domestica, violenza sessuale e patriarcale, violenza economica.
Eliminando la protezione umanitaria, il decreto sicurezza di Salvini elimina una possibilità di sottrazione alla violenza e rende più insicure le donne.
Il Centro per rimpatri di Roma-Ponte Galeria è uno dei più grandi d’Italia ed è oggi una prigione per migranti riservata a sole donne.
Il decreto sicurezza di Salvini allunga da 3 a 6 mesi il periodo di trattenimento per chi perde o non riesce a ottenere un permesso di soggiorno.
Per finire in un centro per rimpatri è sufficiente aver avuto un’espulsione perché il datore di lavoro ti ha licenziata e non hai più potuto rinnovare il permesso di soggiorno.
Dopo che un mercato del lavoro sessista e razzista sfrutta le donne, il decreto sicurezza le imprigiona per rimpatriarle.
In Italia gli ingressi legali per le lavoratrici e i lavoratori migranti sono di fatto bloccati dal 2011.
Dal 2011 a oggi è cresciuto esponenzialmente il numero di richiedenti asilo, titolari di protezione internazionale e umanitaria utilizzati come manodopera a basso costo.
L’eliminazione della protezione umanitaria costringe alla clandestinità queste donne e questi uomini e li priva di uno strumento per rivendicare i propri diritti.
Il decreto Salvini favorisce lo sfruttamento lavorativo delle migranti e dei migranti, e quindi di tutti i lavoratori.
Il blocco delle frontiere ha aumentato il rischio di cadere nelle mani dei trafficanti.
Sono decine di migliaia le donne trafficate attraverso il deserto e il Mediterraneo o che hanno subito violenza durante il viaggio.
Moltissime di queste donne si sono viste riconoscere solo la protezione umanitaria, anche quando avrebbero avuto diritto allo status di rifugiate o alla protezione sussidiaria.
L’eliminazione della protezione umanitaria del decreto sicurezza Salvini rende più difficile rinnovare il permesso di soggiorno e aumenta il rischio che le donne vengano sfruttate.
L’Italia è uno dei paesi dove è più difficile ottenere la cittadinanza.
Oltre ai tempi necessari a inoltrare la domanda di naturalizzazione (10 anni per residenza, 2 anni per matrimonio), i tempi burocratici della procedura superano in molti casi i 4 o 5 anni.
Il decreto sicurezza elimina la regola del silenzio assenso nella procedura di acquisizione della cittadinanza per matrimonio.
Il decreto sicurezza introduce la possibilità di revoca della cittadinanza per chi l’ha ottenuta per naturalizzazione e per matrimonio.
Il decreto sicurezza restringe le possibilità per le donne e gli uomini migranti di accedere ai diritti di cittadinanza rendendo tutti i cittadini più insicuri.
Il decreto sicurezza toglie la possibilità di iscrizione anagrafica per i richiedenti asilo impedendo così l’accesso a molti servizi sociali.
Il decreto sicurezza elimina il sistema Sprar di accoglienza diffusa.
In questo modo il sistema di ricezione dei migranti si istituzionalizza come sistema di contenimento emergenziale, riproducendo i ghetti e le forme di costrizione della libertà.
Restringere i servizi di accoglienza per i richiedenti asilo colpisce in primo luogo le donne.
Le donne che attraversano i confini combattono in prima linea contro la violenza sistemica e patriarcale, contro lo spossessamento e lo sfruttamento, sia nei paesi di origine che in quelli di transito e di arrivo.
Il 24 novembre saremo al loro fianco dicendo No al decreto sicurezza di Salvini.
